*وزارة المالية تبدأ المرحلة التجريبية لمشروع الدعم النقدي المباشر للأسر السودانية*

تبدأ وزارة المالية والتخطيط الاقتصادي الاسبوع القادم، المرحلة التجريبية لمشروع الدعم النقدي المباشر للأسر السودانية، والذي تنفذه الوزارة بالتعاون مع الوزارات والهيئات ذات الصلة بتمويل من الحكومة السودانية والشركاء وبدعم فني وتقني من برنامج الأغذية العالمي والبنك الدولي. وستكون نقطة بداية العمل التجريبي من الوحدة الادارية لسوبا غرب في محلية الخرطوم ثم ينتقل الى أربعة وحدات إدارية هي إدارية البقعة بمحلية ام بدة، والنصر بمحلية جبل أولياء وإداريتي وادي سوبا وأم ضوًا بان بمحلية شرق النيل. وقد تم اختيار هذه المناطق بعناية لتمثل العاصمة القومية لقياس مدى ملاءمة آليات وخطط المشروع وتدخلاته ومن ثم إجراء التعديلات اللازمة قبل التطبيق الكامل لها في بقية انحاء البلاد. وسيتلقى أرباب الاسر المستهدفة في هذه المناطق الدفعية الأولى من الدعم النقدي والذي سيتوالى بعد ذلك تباعاً في كل شهر. وستتم الاستفادة من نتائج المرحلة التجريبية لتعميم المشروع في النصف الثاني من هذا العام حتى يغطي بقية انحاء البلاد، بحيث يستفيد منه حوالي 32 مليون شخص – أي ما يعادل 80% من جملة السكان.
وقال د. إبراهيم البدوي، وزير المالية والتخطيط الإقتصادي "يأتي مشروع الدعم النقدي المباشر للأسر السودانية في إطار الرؤية التنموية طويلة المدى التي تتبناها الحكومة الانتقالية، وضمن سعي الحكومة لتخفيف آثار المصاعب الاقتصادية الحالية التي تواجهها الأسر السودانية، التي تفاقمت بسبب الظروف التي خلقتها جائحة الكورونا، خاصة على ذوي الدخل المحدود. وستساهم المدفوعات الرقمية في ربط الأسر في المناطق التي عانت من الحروب والفقر الممنهج ليصلها الدعم المباشر، لتكون خطوة مهمة لبناء اقتصاد يشمل ويراعي مصالح جميع السودانيين.

هذا وقد تم تحديد الدعم النقدي الشهري في البداية ب 500 جنيه سوداني لكل فرد من أفراد الأسرة. وسيتم تعديل هذا المبلغ بشكل دوري بحسب حالة التضخم. وسيتم تحويل المبلغ الاجمالي المستحق لكل أسرة لرب الأسرة، بحيث تحصل الأسرة المكونة من 6 أفراد على 3,000 جنيه سوداني شهريًا.
هذا وقد تم مؤخراً بوزارة المالية والتخطيط الاقتصادي إنشاء وكالة التحول الرقمي للإشراف على تنفيذ هذا المشروع، ولتطوير ورقمنة الكثير من الخدمات الحكومية الاخرى. وتضم الوكالة في عضويتها وزارات العمل والتنمية الاجتماعية، والداخلية (السجل المدني)، والعدل، والصحة، والتربية والتعليم بجانب بنك السودان المركزي. كما تم إنشاء "وحدة تنفيذ مشروع الدعم النقدي المباشر للاسر" بالوزارة أيضاً لتتولى تنسيق التنفيذ الفعلي للمشروع.
ويعمل مشروع الدعم النقدي المباشر للأسر عبر نظام رقمي لإرسال الدعم للمستفيدين. حيث يتم ربط كل سوداني بهوية رقمية (Digital ID) يتم استخدامها لتحديد المستهدفين وذلك باستخدام السجل المدني. ويتلقى كل رب اسرة، إنابة عن أفراد عائلته، التحويل النقدي للأسرة رقميًا من خلال طرق الدفع المفضلة لديهم. وباستطاعة رب الاسرة أيضًا تبديل التحويل الرقمي إلى نقد أو إجراء مدفوعات من خلال وسائل رقمية متعددة، مثل أجهزة الصراف الآلي والبنوك والإنترنت؛ أو الدفع رقميًا باستخدام الهواتف للتجار أو الوكلاء المشاركين. وفي حالة عدم إمكانية التحويل الرقمي، فسيتم استخدام الخيارات غير الرقمية.
يذكر أن التحويلات النقدية المباشرة للمواطنين قد لقيت في السنوات الاخيرة إهتماما متزايداً بين الحكومات كوسيلة فعالة لتقديم الدعم النقدي للأسر حيث طبقتها أكثر من 130 دولة بينها 40 دولة في أفريقيا. وقد أثبتت تلك التجارب فعالية وكفاءة التحويلات النقدية المباشرة في إحداث تغييرات إيجابية في مجالات عديدة مثل محاربة الفقر، وزيادة الإنتاجية وبناء السلام وتحسين الأمن الغذائي والصحة، وأيضاً الاسهام في الحد من عمالة الأطفال وتقليل ساعات العمل؛ وتمكين المرأة، وبقاء الاولاد والبنات في المدارس وزيادة استثمار الاسر في الثروة الحيوانية والأصول الزراعية.

The Ministry of Finance and Economic Planning begins pilot phase of the Family Support Program

Next week, the Ministry of Finance and Economic Planning will begin the pilot phase of the Family Support Program (FSP), which will provide direct cash transfers to 80 percent of Sudanese families. The program will be implemented by the Ministry of Finance and Economic Planning, in coordination with relevant ministries and agencies, with funding from the Government of Sudan and international partners, along with technical and programmatic support from the World Food Program and the World Bank.
The pilot will begin in West Soba administrative unit in Khartoum locality. It will proceed to four additional administrative units: Al-Bug’a in Umbada locality, An-Nasr in Jabal Awliya locality, and Wadi Soba and Umdawamban in the East Nile locality. These areas were carefully chosen to assess the appropriateness of the project's mechanisms, plans and interventions. The pilot will inform the necessary technical and programmatic adjustments before implementation in the rest of the country. The heads of households of targeted families in these areas will receive the first batch of cash transfers, which will continue on a monthly basis. The results of the pilot phase will be used to scale the program in the second half of 2020, to cover the rest of the country. Approximately 32 million Sudanese people will benefit from cash transfers when the program is fully scaled.
"The Family Support Program is a pillar of the transitional government’s long-term development vision. It aims to alleviate the effects of the current economic hardship facing Sudanese families, which were exacerbated by COVID-19,” said Dr. Ibrahim Elbadawi, Minister of Finance and Economic Planning.
“The use of digital payments will be critical in linking families across the country with government support and services, including in rural and conflict affected regions. These areas were purposefully marginalized by the previous regime. This program will be an important step to building an economy that includes all Sudanese” Dr. Elbadawi added.
The initial cash transfer payment will be 500 Sudanese pounds for each individual. This amount will be adjusted periodically for inflation. The total amount received by each family will be transferred to heads of households, so that a family of six will receive 3,000 Sudanese pounds per month.
Recently, the Ministry of Finance and Economic Planning established the inter-ministerial Digital Transformation Agency to oversee the implementation of the program, and to enhance and digitize many other government services. The Agency includes the Ministries of Labor and Social Development, Interior (the Civil Registry), Justice, Health, and Education, alongside the Central Bank of Sudan. Additionally, the Family Support Program Implementation Unit was also established within the Ministry of Finance and Economic Planning in order to coordinate the implementation of the program.
As the program develops, every Sudanese person will be linked to a “Digital ID,” building on the existing national civil registry. This will allow citizens to gain digital access to government support and services. Each head of household, on behalf of his or her family, will receive a digital cash transfer through their preferred methods. The head of the household can also transfer digital payments to cash or make payments through various digital means, such as ATMs and mobile banking. Individuals can also pay merchants digitally with mobile phones or through participating agents, as well as through non-digit options that will be made available.
Direct cash transfers have received increasing attention in recent years as an effective way to provide direct support to families. More than 130 countries have employed cash transfer programs, including 40 countries in Africa. These experiences have demonstrated the effectiveness and efficiency of direct cash transfers in bringing about positive changes in people’s lives. Cash transfers help fight poverty, increase production, promote peacebuilding, improve food security and health, and also contribute to reducing child labor and working hours. Cash transfers have also been shown to empower women, help keep children in school, and increase family investment in livestock and agricultural assets.
